class=\"wp-block-post-author__name\">Ana Florina Carp<\/p><\/div><\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Principalele modific\u0103ri \u00een Registrul Salaria\u021bilor pentru angajatorii din sectorul privat<\/strong><\/h2>\n\n\n\n<p>La data de 31 martie 2025, \u00een Monitorul Oficial nr. 279 a fost publicat\u0103 Hot\u0103r\u00e2rea Guvernului nr. <strong>295\/2025<\/strong> privind Registrul general de eviden\u021b\u0103 a salaria\u021bilor \u2013 <strong>REGES-ONLINE<\/strong>. <\/p>\n\n\n\n<p>Aceast\u0103 hot\u0103r\u00e2re a intrat \u00een vigoare la data public\u0103rii, iar platforma REGES-ONLINE a fost lansat\u0103 oficial pe 1 aprilie 2025.<\/p>\n\n\n\n<p>Platforma <strong>REGES-ONLINE<\/strong> este destinat\u0103 <strong><em>complet\u0103rii, transmiterii, gestion\u0103rii, consult\u0103rii \u0219i proces\u0103rii datelor referitoare la contractele individuale de munc\u0103.<\/em><\/strong><\/p>\n\n\n\n<p>Totodat\u0103, <strong>HG 905\/2017<\/strong> privind Registrul general de eviden\u021b\u0103 a salaria\u021bilor <strong>r\u0103m\u00e2ne aplicabil\u0103 pentru o perioad\u0103 de tranzi\u021bie de 6 luni<\/strong> (p\u00e2n\u0103 la 30 septembrie 2025), dup\u0103 care va fi abrogat\u0103.<\/p>\n\n\n\n<p>Astfel, <strong>p\u00e2n\u0103 la data de 30 septembrie 2025 inclusiv, se pot folosi ambele platforme<\/strong> pentru transmiterea datelor \u00een Registru:<br>\u2022 <strong>vechiul REVISAL<\/strong> \u2013 click <a href=\"https:\/\/reges1.inspectiamuncii.ro\/\" target=\"_blank\" rel=\"noreferrer noopener\">aici<\/a> pentru vechiul Revisal<br>\u2022 <strong>noul REGES-ONLINE<\/strong> \u2013 click <a href=\"https:\/\/sso.inspectiamuncii.ro\/realms\/REGES\/protocol\/openid-connect\/auth?response_type=code&amp;scope=openid+profile+email&amp;client_id=webapp&amp;redirect_uri=https%3A%2F%2Freges.inspectiamuncii.ro%2Fapp%2Fv10756%2Findex.html&amp;state=zdofMZrYK6HqU5JxbsqE\" target=\"_blank\" rel=\"noreferrer noopener\">aici<\/a> pentru noul REGES-ONLINE<\/p>\n\n\n\n<p>\ud83d\udccc<strong>\u00cencep\u00e2nd cu data de 1 octombrie 2025, completarea \u0219i transmiterea datelor se va realiza exclusiv prin REGES-ONLINE<\/strong>.<\/p>\n\n\n\n<p class=\"has-text-align-center has-primary-color has-text-color has-link-color wp-elements-0f62914189c3fa18adbbcf3618bb93e0\"><strong>Utilizarea platformelor \u00een perioada de tranzi\u0163ie<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Angajatorii f\u0103r\u0103 cont \u00een vechiul REVISAL<\/strong>, la 31 martie 2025, care ob\u021bin primul salariat \u00een perioada de tranzi\u021bie sau care se \u00eenfiin\u021beaz\u0103 \u00een aceast\u0103 perioad\u0103.<\/li>\n<\/ul>\n\n\n\n<p>\u26a0\ufe0f <em>De\u0219i HG 905\/2017 r\u0103m\u00e2ne valabil\u0103, \u00een practic\u0103, ace\u0219ti angajatori sunt direc\u021biona\u021bi exclusiv c\u0103tre REGES-ONLINE<\/em>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Angajatorii cu cont \u00een vechiul REVISAL<\/strong>, la data de 31 martie 2025, <strong>au dou\u0103 op\u021biuni<\/strong>:<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>s\u0103 continue utilizarea vechii platforme REVISAL<\/strong>;<\/li>\n\n\n\n<li><strong>s\u0103-\u0219i creeze un cont pe REGES-ONLINE<\/strong>.<\/li>\n<\/ol>\n\n\n\n<p>\u26a0\ufe0f<em> \u00cen momentul activ\u0103rii contului pe REGES-ONLINE, angajatorul nu va mai avea acces la vechiul wp-elements-d80ac32182b9e8689a81e7b8c3624d31\"><strong>Aspecte neclare care necesit\u0103 clarific\u0103ri<\/strong><\/p>\n\n\n\n<p>\u00cen perioada de tranzi\u021bie de 6 luni, avem o situa\u021bie particular\u0103 \u00een care angajatorii pot utiliza \u00een paralel at\u00e2t vechiul sistem REVISAL (HG 905\/2017), c\u00e2t \u0219i noul REGES-ONLINE (HG 295\/2025). Aceast\u0103 perioad\u0103 genereaz\u0103 o serie de incertitudini \u0219i aspecte practice \u00eenc\u0103 nereglementate suficient.<br>Astfel, este necesar s\u0103 se precizeze explicit care sunt obliga\u021biile de raportare \u0219i termenele aplicabile \u00een mod concret angajatorilor care aleg s\u0103 utilizeze vechiul REVISAL, dup\u0103 data intr\u0103rii \u00een vigoare a sanc\u021biunilor prev\u0103zute la art. 9 din HG 295\/2025.<\/p>\n\n\n\n<p>Mai exact, \u00een perioada de tranzi\u021bie:<br>\u2022 angajatorii care folosesc vechiul REVISAL vor continua s\u0103 transmit\u0103 informa\u021biile prev\u0103zute de HG 905\/2017, conform termenelor stabilite de aceasta?<br>\u2022 sau ace\u0219ti angajatori vor fi obliga\u021bi s\u0103 se conformeze noilor prevederi din HG 295\/2025 \u0219i s\u0103 transmit\u0103 datele conform termenelor \u0219i con\u021binutului noii reglement\u0103ri, chiar dac\u0103 utilizeaz\u0103 aplica\u021bia veche?<\/p>\n\n\n\n<p>Aceaste \u00eentreb\u0103ri sunt esen\u021biale, av\u00e2nd \u00een vedere c\u0103 anumite informa\u021bii obligatorii \u00een noul REGES-ONLINE (de exemplu concediile medicale) nu pot fi transmise \u00een REVISAL, aplica\u021bia veche neav\u00e2nd func\u021bionalit\u0103\u021bile necesare pentru acest tip de raportare.<br>\u00cen concluzie, pentru a asigura o tranzi\u0163ie eficient\u01ce \u020bn acest moment sunt necesare clarific\u01ceri din partea autorit\u01ce\u0163ilor.<\/p>\n\n\n\n<p class=\"has-text-align-center has-primary-color has-text-color has-link-color wp-elements-1e259b7d3081bd7af99a8707bf2c1308\"><strong>Persoanele care pot completa \u0219i transmite date \u00een Registru<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-table has-small-font-size\"><table><tbody><tr><td><strong>Aspect<\/strong><\/td><td><strong>HG 905\/2017<\/strong><\/td><td><strong>HG 295\/2025<\/strong><\/td><\/tr><tr><td><strong>Responsabil principal<\/strong><\/td><td>Angajatorului \u00eei revine \u00een exclusivitate r\u0103spunderea pentru <strong><em>corectitudinea<\/em><\/strong> datelor transmise \u00een registru \u2013 art. 2 alin. (3)<\/td><td>Angajatorii care au \u00eenfiin\u0163at sedii secundare, sucursale, agen\u0163ii, reprezentan\u0163e sau alte asemenea unit\u0103\u0163i f\u0103r\u0103 personalitate juridic\u0103, c\u0103rora le-au delegat competen\u0163a \u00eencadr\u0103rii personalului, <strong><em>pot delega acestora \u015fi competen\u0163a complet\u0103rii \u015fi transmiterii<\/em><\/strong> datelor \u00een Registru, \u00een numele angajatorului \u2013 art. 3 alin. (3)<\/td><\/tr><tr><td><strong>Persoanele care pot completa \u0219i transmite date <\/strong><strong>\u00een<\/strong><strong> Registru<\/strong><\/td><td><strong>1<\/strong>.<strong> una sau mai multe persoane<\/strong> nominalizate prin decizie scris\u0103 de c\u0103tre angajatori \u2013 art. 2 alin. (6) \u2013 poate fi nominalizat\u0103 orice persoan\u0103 cu sau f\u0103r\u0103 contract individual de munc\u0103  \u00a0 \u00a0 <br><strong>2. Prestatorii de servicii<\/strong>, \u00een baza contractului de furnizare a serviciului privind completarea \u0219i transmiterea datelor \u00een registru \u2013 art. 2 alin. (6) \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 <\/td><td><strong>1. unul sau mai mul\u021bi salaria\u021bi <\/strong>desemna\u021bi prin <strong>decizie scris\u0103<\/strong> de c\u0103tre angajatori \u2013 art. 3 alin. (5) \u2192 pot fi desemnate doar persoanele care au <strong>calitatea de salariat<\/strong>, \u00een baza contractului individual de munc\u0103 \u00a0 <br><strong>2. prestatorii de servicii<\/strong>, \u00een baza contractului de furnizare a serviciului privind completarea \u0219i transmiterea datelor \u00een registru \u2013 art. 3 alin. (6) <br>\ud83d\udd39<strong>Cine sunt ace\u0219ti prestatori?<\/strong> <br>Potrivit art. 2 lit. b) prestatorul este<strong>:<\/strong> <br><strong>a)persoana fizic\u0103<\/strong> ce \u00ee\u0219i desf\u0103\u0219oar\u0103 activitatea economic\u0103 \u00een baza OUG 44\/2008: <strong>PFA, II, IF<\/strong>.<br><strong>b)expertul contabil \u0219i contabilul autorizat<\/strong>, ce \u00ee\u0219i exercit\u0103 profesia individual sau prin societate de expertiz\u0103 contabil\u0103\/societate de contabilitate \u00een condi\u021biile OUG 65\/1994.<br><strong>c)persoana juridic\u0103<\/strong>. \u00a0 <br><strong>\u26a0\ufe0fPrestatorii<\/strong>, la r\u00e2ndul lor, <strong>desemneaz\u0103, prin decizie scris\u0103<\/strong>, unul sau mai mul\u021bi salaria\u021bi, <strong>dintre salaria\u021bii proprii<\/strong>, pentru completarea \u0219i transmiterea datelor \u00een Registru \u2013 art. 3 alin. (7).   <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>\ud83d\udcccPotrivit ambelor reglement\u0103ri, <strong>prestatorii<\/strong>, c\u0103rora angajatorii le-au \u00eencredin\u021bat serviciile de completare \u0219i transmitere a datelor \u00een Registru, <strong>nu pot subcontracta<\/strong>.<\/p>\n\n\n\n<p class=\"has-text-align-center has-primary-color has-text-color has-link-color
